Environment: Protecting Our Resources and Communities
I will —
- stand with the majority of the Florida delegation, Republican and Democrat, who seek to protect wildlife, ecosystems, military training areas and tourist destinations throughout Florida by continuing the complete ban on offshore oil and natural gas drilling in the Gulf of Mexico.
- support federal energy policy that guides private sector investment away from fossil fuel production on federal lands and into development of more sustainable energy systems. We must avoid investments in dangerous fossil fuel projects on federal lands until all other options have been implemented.
- fight to preserve the Big Bend Seagrass Aquatic Preserve from degradation by incremental coastal development, dredging of boat channels, oil and gas exploration and production and disposal of industrial waste and wastewaters.
- return federal environmental and resource management and conservation agencies to pre-Bush Administration effectiveness, enhancing their ability to eliminate pollution, protect ecosystems and habitats, restore degraded water resources and enhance local economies with sustainable economic development projects.
- join more than 160 members of Congress who support legislation to reauthorize the Clean Air Act and the Clean Water Authority Restoration Act (HR 1356), establishing clear legal authority for pollution control and natural resource conservation laws.
- support aiding federal resource agencies and the State of Florida to restore impaired waters throughout North Florida, including the St. Johns River and tributaries, such as Black Creek, the Ocklawaha River and Springs, Silver Springs and the Silver River; Rainbow Springs and the Withlacoochee River; Ichetucknee Springs, the Santa Fe River and springs and the Suwannee River and its springs.
- support ending the Administration's “No Protection Policy” enacted in January 2003 that eliminated protections for small streams and 20 million acres of wetlands.
- support defending our environment from criminals and terrorists within our own nation, fully funding Superfund and fully supporting “polluter pays” legislation.
- create legislation to streamline toxic waste and spill cleanup processes, protecting our children from the harm caused by reckless dumping or hazardous chemicals and fuels.
- support legislation eliminating loopholes in the Clean Air Act, which allow power plants and cement kilns to emit hundreds of pounds of mercury into the air every year. This mercury pollutes fish harvested from the Ocklawaha, St. Johns, Withlacoochee, Santa Fe and Suwannee Rivers.
- support legislation leading America toward a zero-pollution standard, including “Pollution Prevention Pays,” a program that rewards businesses for preventing pollution, before they are investigated or fined.
- sponsor legislation to remove the exemption for petroleum fuels from the Pollution Prevention Act of 1990, to make sure that petroleum companies pay their fair share for cleaning up pollution created by oil refining and distribution.
- support reauthorization of the Magnuson-Stevens Act with amendments that reform regional fishery management councils by requiring representation by citizens with no financial interests in the fishing industry, who will be supported by independent scientific committees and experts, leading to better conservation decisions.
